Full Text of JOE Listing:
The Chief Economist leads EAD’s efforts in determining why California’s transportation fuel costs exceed national prices after controlling for taxes, fees, and other California-specific costs; improving modeling and analytical capabilities for helping the state transition towards decarbonization; and contributing to the design and implementation of policy tools to mitigate the risk of transportation fuel price spikes. The Chief Economist is responsible for analytical studies on potential cost impacts of implementing legislative mandates and state policies, including Senate Bill X1-2 and Assembly Bill X2-1.
The incumbent directs the development and implementation of new, advanced modeling methodologies needed to bring these capability improvements to fruition. In this capacity, the incumbent oversees the work of EAD economists and analysts, consulting with other divisions and organizations on multidisciplinary approaches to transportation fuel modeling, as well as data analysis and research methodologies to be used in all major staff efforts.
EAD is responsible for a diverse set of data-analysis-related work products such as demand forecasts of electricity and natural gas, transportation, and policy analysis for data intensive legislative mandates. EAD relies on a broad variety of methodologies (econometric, engineering, statistical, computer modeling, etc.) and data sets (economic, demographic, GIS, etc.) in preparing these products.
