Elmer Li is a Research Fellow at the New York City Mayor's Office for Economic Opportunity and is receiving his MPA from the NYU Robert F. Wagner Graduate School of Public Service. He sat down with the 蝌蚪网 to talk about the need for a new measure of school quality and what student mobility — such as transfers and re-enrollment— can tell us about New York City schools.
